Throughout his career, Dr. Khoury has held senior executive and advisory roles spanning more than 90 countries, with deep engagement across the United States, Europe, APAC and MENA. He has advised governments on their healthcare policy, system reform, digital health transformation, and has supported the optimization of national healthcare systems in both developed and emerging markets. 

His public sector engagement includes contributions to the U.S. healthcare reform (Obamacare) and active leadership roles during the global COVID-19 response, working across multiple regions to support evidence-based decision-making, and rapid deployment of digital and clinical solutions.

Rasha Saleh is a senior healthcare transformation leader with over 15 years of experience advising governments, regulators, and healthcare providers across the Gulf region. She is widely recognized for leading complex regulatory reform and system redesign initiatives, with a strong track record of translating policy and strategy into practical, implementable change.

Her expertise spans health regulation, public health, and system governance, including the development of national regulatory frameworks, policy instruments, licensing and accreditation models, workforce regulation, and institutional reform. She has designed future-state regulatory frameworks for emerging health and biotechnology ecosystems and advised Ministries of Health across the UAE, Saudi Arabia, and Qatar on strengthening oversight, separating regulatory and provider functions, and building more accountable, resilient health systems aligned with international best practice.

Rasha brings deep implementation capability alongside policy design. She has led large-scale transformation programs covering operating model redesign, organizational restructuring, clinical function design, workforce and capacity planning, and Model of Care development and rollout. Her experience includes build–operate–transfer initiatives for regional health clusters and partnerships with international organizations to establish new health corporations and embed long-term transformation capability.

Jan Tollet is an international CEO and transformation leader with more than 30 years of experience leading healthcare, industrial, and public-sector organizations in complex and regulated environments. He most recently served as Director General of the Wellbeing Services County of Central Finland, overseeing a €1.5 billion integrated health and social care system with more than 12,000 employees, where he led major structural reform and performance improvement initiatives. His expertise includes large-scale system transformation, governance design, strategy execution, and organizational effectiveness across multi-stakeholder environments involving governments, regulators, and service providers. Jan has held CEO and senior leadership roles across Europe and Asia, with extensive experience in institutional collaboration and restructuring. Professor Jossip Carr is a physician-scientist and global health leader with extensive experience in public health systems, digital health, and international policy. Sam previously served as Director of Digital Development for the NHS and as Global Clinical & Digital Advisor to the UK Department for International Trade. He has advised governments, healthcare regulators, and public bodies on digital transformation, innovation, and healthtech regulation, with a particular focus on public health and behavior change.
